Astana E-mobility E&S Assessment

City Transportation Systems LLP is a municipally owned enterprise responsible for multiple facets of urban transport in Astana, including bus leasing, e-ticketing, parking management, public bike-sharing, and development of the city’s light rail system. In alignment with Astana’s green public transport strategy, the EBRD considered a senior loan to support the procurement of 100 electric buses to enhance clean and sustainable mobility across the city. 

Project objectives

The EBRD-mandated assignment involved conducting a full Environmental and Social Assessment of the Company’s current operations and the proposed e-bus procurement initiative. The primary objectives were to:

Identify existing and project-related environmental and social risks and impacts

Evaluate compliance with EBRD Environmental and Social Policy (ESP) and Performance Requirements (PRs), as well as national and international (including EU) standards

Propose measures for impact prevention, mitigation, or minimisation

Identify opportunities to enhance sustainability and operational performance

Results and main conclusions of the study

Under this assignment, AVG conducted  review and analysis of the Company’s operations and the planned e-bus procurement, including: 

  •     E&S baseline assessment, proportional to the project’s environmental and social risks; 
  •     Identification of impacts related to urban air quality, GHG emissions reduction, noise reduction, and stakeholder accessibility; 
  •     Update of the existing Stakeholder Engagement Plan (SEP) to reflect the expanded investment scope and new public transport components; 
  •     Development of an Environmental and Social Action Plan (ESAP) and a Non-Technical Summary (NTS) in line with the Bank’s disclosure and compliance requirements; 
  •     Compilation of a Compliance Summary table aligned with EBRD PRs.
