The Communal Enterprise Dniprovska Municipalna Energoservisna Kompaniya (DMESKO) was established by the City of Dnipro to implement energy efficiency measures in municipally owned public buildings. EBRD is considering financing DMESKO to support the upgrade and rehabilitation of approximately 73 public institutions across the city—including kindergartens, schools, and hospitals.
The Project aims to deliver energy efficiency and renewable energy improvements, along with upgrades, to reduce energy consumption and greenhouse gas emissions by at least 30%. These enhancements will also improve thermal comfort—better heating, cooling, and ventilation—for all users, including vulnerable populations and Internally Displaced Persons . As part of project preparation, an Environmental and Social Assessment (E&S Assessment) was undertaken in line with applicable Ukrainian legislation, EU standards, international best practices, and the EBRD’s Environmental and Social Policy and Performance Requirements (ESRs).
The objective of the assignment was to:
Identify and assess existing and potential environmental and social risks and impacts related to DMESKO’s current operations and the proposed Project
Evaluate the Project’s compliance with applicable national laws and the EBRD’s ESP and ESRs
Recommend measures to avoid, minimise, and mitigate adverse impacts
Identify environmental and social opportunities that could enhance the overall sustainability of the Project and the company’s ongoing operations
As part of this assignment, AVG assessed both existing and project-related E&S impacts and risks, focusing on the defined investment scope, and contextual risks specific to the City of Dnipro and the public institutions involved.
The assessment included a description of the relevant environmental and social baseline, appropriate to the risks and impacts posed by both current operations and planned project activities.
Based on these findings, AVG developed E&S Assessment Report in accordance with EBRD requirements. The deliverables included:
