Land Acquisition Impact Assessment – Scatec Solar

Client: Scatec Solar

Boguslavenerdzhy and Scatec Solar (Norway) jointly developed a project for the construction and operation of a ~45 MW AC fixed-tilt photovoltaic solar power plant near Bohuslav, Ukraine, with electricity sold to the energy market. Scatec Solar led the project as the EPC contractor. 

The main objective was to assess compliance with Performance Requirement 5 (PR5) on land acquisition and involuntary resettlement. The assessment focused on mitigating potential negative impacts on affected communities and individuals, ensuring fair compensation, incentives, or benefits, and addressing information asymmetry and negotiation imbalances. 

Project Phases and Tasks:

Phase 1 – Preliminary Land Assessment
  • Conducted detailed evaluation of small plots, including informal agricultural users. 
  • Verified legal documentation against the State Land Cadastre. 
  • Assessed actual land conditions and lease agreements. 
  • Developed a “Livelihood Restoration / Economic Displacement Plan.” 
  • Collected socio-economic data, identified agricultural users, crop types, and potential losses.

Phase 2 – Historical Land Use & Solar Development Assessment
  • Studied historical land use prior to conversion to sunflower monoculture. 
  • Evaluated land suitability for solar energy development. 
  • Assessed existing tensions and local satisfaction with community engagement/CSR programs.

Phase 3 – Local Stakeholder Survey
  • Conducted surveys among small-scale farmers and other land users. 
  • Collected feedback on land use, alternative agricultural options, and awareness of land agreements. 
  • Evaluated community support for the solar project.

Phase 4 – Impact Assessment Report
  • Synthesized land review, historical land use, and survey results into a detailed report. 
  • Analyzed socio-economic impacts of land redistribution for the solar plant.

Key Results:

  1. Comprehensive documentation of historical land use in the Bohuslav district, providing context for land acquisition and resettlement. 
  1. Developed specific recommendations on compensation and resettlement for various land user categories, including mitigation strategies for involuntary displacement and socio-economic impacts on affected households. 
  1. Advocated for public consultations to ensure community participation in decision-making. 
  1. Designed recommendations for social programs supporting local infrastructure development, including roads and communications.
