Lviv Capacity-Building Project

The EBRD has established and maintains an ongoing partnership with the city of Lviv, participating in multiple projects in sectors such as solid waste management, public transport, wastewater treatment, and centralized heating. Following the onset of the war, Lviv became a major transit and refugee reception hub, facing significant challenges. To address war-related impacts, the EBRD actively provided loans and guarantees to the city and its key municipal operators to compensate for urgent liquidity needs caused by temporary revenue losses and additional expenses arising from the conflict. The project aimed to support Lviv and its municipal enterprises in ESHS (Environmental, Social, Health, and Safety) management under the EBRD “War in Ukraine” Resilience Package and the broader “Resilience and Livelihoods Framework.” 

Project Tasks:

Task 1: Initial ESHS Assessment and Needs Analysis (War and Post-War Context)
  • Conducted a screening audit of environmental, social, health, and safety (ESHS) performance to assess current operations and socio-environmental impacts. 
  • Identified and evaluated damages caused by the war, population influx, internal displacement, and business relocation. 
  • Engaged with municipal companies, the city administration, and stakeholders to assess operational needs, restoration requirements, and develop management plans for wartime and post-war periods.

Task 2: Approach Development and Opportunity Analysis
  • Developed an approach to support socio-environmental management, addressing immediate wartime needs and growing demands due to displaced populations, business relocations, and increased traffic. 
  • Incorporated international recovery and development practices following “Build Back Better” principles and sustainable development. 
  • Produced a practical strategy detailing required resources and key stakeholders for implementation.

Task 3: Support for Socio-Environmental Management, Capacity-Building, and Targeted Training
  • Delivered capacity-building activities, targeted training, and direct support during project implementation. 
  • Disseminated best practices, provided guidance on mitigating environmental and social impacts, and prepared informational materials. 
  • Implemented greenhouse gas (GHG) reporting requirements, analyzed methodologies used by municipal companies, and proposed improvements and monitoring mechanisms.

Task 4: Organize Stakeholder Workshops for Knowledge Sharing
  • Conducted interactive workshops using participatory methods (e.g., World Café, active engagement, feedback sessions) to facilitate knowledge exchange among stakeholders. 

Results and Key Outcomes:

  1. Conducted a comprehensive socio-environmental screening audit of municipal operations, assessing damages from war, population growth, internal displacement, and business relocation. 
  1. Developed a practical strategy for supporting socio-environmental management capacity, identifying resources and key stakeholders for implementation. 
  1. Delivered capacity-building and targeted training activities; implemented GHG reporting and monitoring systems with proposed methodological improvements. 
  1. Organized stakeholder workshops for knowledge exchange using interactive and participatory methods.
