The project involved the construction of a logistics center in Ukraine financed by the EBRD for Nova Poshta. As a dominant player in the Ukrainian express delivery market, Nova Poshta operates a network of over 2,200 branches, a fleet of 3,900 vehicles, and employs 22,000 staff. The EBRD developed a technical assignment to support Nova Poshta in managing professional road risks, aiming to improve operational efficiency, safety, and customer service quality by addressing road safety issues, including frequent vehicle collisions.
Support the company in implementing key elements of a road safety management system in line with ISO 39001.
Conduct a baseline audit of all road safety measures against international best practices, including analysis of collision statistics, driving hours, existing procedures, and the incident investigation and root-cause analysis system.
Identify road risks and priority improvement areas and develop a time-bound action plan specifying measures, costs, human and technical resources, and timelines.
Develop a basic set of road safety tools (procedures, risk analysis, reporting requirements, training) and integrate them with the corporate ESMS.
Analyze existing driver training programs and identify improvement areas, including defensive driving methods.
Identify opportunities for incentive programs to recognize drivers consistently demonstrating safe driving behavior.
Assess the feasibility of implementing telematics systems in the fleet to track speed, vehicle location, fuel consumption, acceleration, and braking, including a cost-benefit analysis for potential fleet-wide implementation.
