The EBRD implemented a technical project to support Fozzy Group in enhancing road safety risk management. The initiative aimed to improve operational efficiency, safety, and customer satisfaction by addressing frequent road traffic accidents and ensuring compliance with the Bank’s Environmental and Social Policy, with a particular focus on occupational health and road safety. The objective was to help Fozzy Group develop and implement a structured Road Safety Management System (RSMS) across all operations to minimize traffic accidents and protect drivers, passengers, and other road users.

Project Tasks:

Implementation of ISO 39001 Road Safety Management Components
  • Conducted a comprehensive baseline audit of all road safety measures. 
  • Assessed current road safety practices, including collision statistics, driving hours, and procedures. 
  • Evaluated the incident investigation system, including root cause analysis of accidents.

Identification of Priority Improvement Areas
  • Determined key areas for road safety management improvement. 
  • Developed a pragmatic, time-bound action plan with required financial, human, and technical resources.

Development of Road Safety Toolkit
  • Created a basic set of tools including procedures, risk analysis, reporting, and training requirements. 
  • Integrated the toolkit with the corporate Environmental and Social Management System (ESMS). 
  • Reviewed driver training programs, identified improvement areas, integrated defensive driving methods, and trained instructors for internal knowledge dissemination.

Driver Incentives and Recognition Programs

Identified opportunities for reward programs to acknowledge drivers demonstrating safe driving behaviors.

Telematics Assessment
  • Explored implementation of telematics in the fleet to monitor speed, location, fuel consumption, acceleration, and braking. 
  • Conducted cost-benefit analysis for potential full-scale deployment.

Results and Key Outcomes:

  1. Completed a comprehensive baseline audit comparing road safety measures against international best practices, including evaluation of accident statistics, driving hours, procedures, and incident investigation systems. 
  2. Identified significant professional road safety risk areas and developed a pragmatic, time-bound action plan with resource allocation, priorities, and cost estimates. 
  3. Developed a basic road safety toolkit integrated with the corporate ESMS for use across the company. 
  4. Reviewed and enhanced driver training programs, incorporating defensive driving techniques and training instructors for knowledge dissemination. 
  5. Provided recommendations for telematics deployment, including cost-benefit analysis to support decision-making.
