In 2016, the Georgian government signed a loan agreement with the EBRD to purchase 143 new compressed natural gas (CNG) buses. The main beneficiaries were the city of Tbilisi and the Tbilisi Transport Company (TTC), the municipal entity responsible for managing buses, the metro, and the funicular. The new buses replaced outdated vehicles, improved passenger service quality, and enhanced the city’s environmental conditions. TTC, operating for over 60 years, faced significant challenges related to road traffic and road safety. 

Project Objective:

Enhance efficiency, safety, and service quality on TTC bus routes by addressing frequent accidents and vehicle downtime through the implementation of a road safety management system (RSMS).

Baseline Road Safety Audit
  • Conduct a comprehensive audit of all road safety measures against international best practices. 
  • Assess existing road safety measures, including collision statistics, driving hours, procedures, and the system for incident investigation and root cause analysis.

Identification of Risk Areas and Action Planning
  • Identify key professional road risk areas. 
  • Develop a prioritized action plan with defined measures, including financial, human, and technical resource allocation, and timelines.

Development of Road Safety Toolkit

Create a basic toolkit for company use, including core procedures, risk analysis, reporting, and training requirements.

Driver Training Assessment and Improvement
  • Analyze existing driver training programs and identify improvement areas. 
  • Integrate defensive driving practices and first aid training. 
  • Conduct training sessions for drivers.

Incentive Schemes for Drivers

Identify opportunities for recognition and reward programs for consistently safe drivers.

Telematics Assessment
  • Evaluate the feasibility of implementing telematics in the bus fleet to monitor speed, vehicle location, fuel consumption, acceleration, and braking. 
  • Conduct a cost-benefit analysis for fleet-wide implementation.

Results and Key Outcomes:

  • Implemented a road safety management system compliant with ISO 39001. 
  • Completed a baseline audit of road safety measures, identified road risks, and developed a time-bound action plan. 
  • Developed a road safety toolkit and improved existing driver training programs. 
  • Conducted driver training sessions in defensive driving and first aid. 
  • Assessed opportunities for driver incentive programs. 
  • Evaluated the feasibility and economic efficiency of telematics system deployment in the fleet.
