Client: Ukrposhta, EBRD

Ukrposhta, fully owned by the Ukrainian state, operates an extensive network of 11,000 offices, making it the third-largest employer in the country with 65,000 employees. Its operations include postal and courier services, financial services (including pension and money transfer delivery), and retail services with an annual turnover exceeding €30 million. The EBRD developed a technical assignment to support Ukrposhta in managing occupational road risks to improve operational efficiency, safety, and customer service, addressing the high incidence of vehicle collisions.

Project Tasks:

Implementation of ISO 39001 Road Safety Management System (RSMS)
  • Conducted a comprehensive baseline audit of road safety measures. 
  • Assessed current practices, including collision statistics, driving hours, procedures, and incident investigation.

Integration with EBRD-Financed Fleet Project

Evaluated how professional road risk management would be structured and integrated into an EBRD-financed project involving approximately 1,500 postal vans deployed in rural areas (mobile post offices).

Telematics Assessment
  • Reviewed potential integration of telematics systems in the fleet. 
  • Conducted cost-benefit analysis for full-scale deployment across the fleet, with special focus on new vehicles.

Priority Improvement Areas and Action Plan
  • Identified key areas for improvement in road safety management. 
  • Developed a time-bound action plan, considering financial, human, and technical resources.

Road Safety Toolkit Development
  • Created a basic toolkit including procedures, risk analysis, reporting, and training requirements. 
  • Integrated the toolkit with the corporate Environmental and Social Management System (ESMS).

Driver Training Review and Enhancement
  • Reviewed existing driver training programs. 
  • Identified areas for improvement and integrated safe driving practices, including instructor-led training sessions for internal knowledge dissemination.

Results and Key Outcomes:

  1. Completed a comprehensive baseline audit of road safety measures, including incident investigation and existing procedures. 
  2. Structured road risk management integration for the EBRD-funded fleet project, focusing on rural deployment. 
  3. Explored telematics integration and conducted a full cost-benefit analysis for fleet implementation. 
  4. Identified priority improvement areas and developed a pragmatic, time-bound action plan with resource allocation. 
  5. Developed a road safety toolkit integrated with the corporate ESMS. 
  6. Enhanced driver training programs with defensive driving methods and trained instructors for further knowledge dissemination.
