Solar Power Plants Construction Projects ESDD

GOLDBECK SOLAR is a global leader in the turnkey development of industrial, commercial, and large-scale solar power plants. The company offers a full suite of services across the solar project value chain, including project development, construction, integration of energy storage technologies, technical operation, and asset management. GOLDBECK SOLAR operates in 12 countries and has installed solar power plants in 20 countries, supported by a network of international subsidiaries in Europe, Asia, and the Americas. 

As part of its expansion into Ukraine, the company is planning to develop several solar power plants. In line with this, environmental and social due diligence (ESDD) was undertaken to ensure compliance with the EBRD Environmental and Social Policy (ESP, 2024).

Project objectives

The assignment involved conducting  Environmental and Social Due Diligence (ESDD) assessment of the planned projects. The assessment focused on key environmental, social, governance, and related issues. The tasks were carried out in accordance with the EBRD ESP and included the following:

Identifying potential environmental and social risks and impacts associated with the project

Describing and assessing the relevant environmental and social baseline conditions for each project site

Preparing Environmental and Social Assessment reports for each of the 10 planned photovoltaic (PV) modules, including identification of:

  • o   Any further studies that may be required; 
  • o   Remedial measures necessary to ensure compliance with Ukrainian legislation and the EBRD Performance Requirements (PRs)

Developing key supporting documents (if needed), including:

  • Stakeholder Engagement Plan (SEP); 
  • o   Non-Technical Summary (NTS); 
  • o   Resettlement and Livelihoods Action Plan (LRP), if necessary

Determining whether additional studies (e.g. Environmental and Social Impact Assessment (ESIA), Appropriate Assessment Report) are needed to address specific issues such as biodiversity, resettlement, or land acquisition. If required, these would be conducted under separate terms of reference.

Results and main conclusions of the study

As part of the assignment, AVG successfully identified the key environmental and social impacts and risks associated with the proposed solar projects and confirmed their categorisation in line with EBRD criteria. 

Baseline environmental and social conditions were documented for all sites, and potential risks were assessed. 

Key deliverables included: 

  •     Environmental and Social Assessment reports for each of the 10 PV modules, including identified gaps and recommendations for further studies and mitigation measures; 
  •     Stakeholder Engagement Plan (SEP); 
  •     Non-Technical Summary . 

The findings and recommendations from the ESDD provide a foundation for ensuring all sub-projects are developed in compliance with Ukrainian legal requirements and EBRD’s environmental and social standards.
