Ukraine Agriculture Recovery Inclusive Support Project

The ARISE Project is a World Bank–financed emergency initiative supporting Ukraine’s agricultural sector amid crisis conditions. The project’s four components focus on facilitating access to affordable finance for agricultural producers—including loans and grants—alongside project management and emergency response preparedness. 

For project implementation needs, BDF required an environmental and social (E&S) audit of agricultural producers and Participating Financial Institutions to cover the 5-7-9 program disbursements for 2024. 

Project objectives

Main object of the project was to conduct an Environmental and Social (E&S) Audit of agricultural enterprises and Participating Financial Institutions (PFIs) involved in loan disbursements under the Ukrainian Government’s 5-7-9 financing program for 2024. The audit aimed to verify compliance with the World Bank’s E&S standards across the project’s financing chain. 

Key tasks included:

Review of loan documentation and registered business activities for exclusionary criteria;

Interviews with PFI managers and officers regarding E&S knowledge, training, and system implementation;

On-site visits (20+) to agricultural enterprises assessing Environmental and Social Management Plans (ESMPs) implementation and compliance;

04

Analysis of loan portfolio performance, credit history, and risk management practices.

Results and main conclusions of the study

Under this project assignment, AVG has: 

  •     Verified that financed activities aligned with exclusionary criteria and complied with applicable social and environmental safeguards; 
  •     Identified gaps in E&S management capacity at both PFIs and enterprises; 
  •     Delivered actionable recommendations to enhance Environmental and Social Management Systems (ESMS) for PFIs and loan recipients; 
  •     Developed a detailed audit report summarizing findings, compliance levels, risks, and suggested improvements to ensure ongoing adherence to World Bank E&S standards.
