Ukrhydroenergo Corporate Environmental and Social Due Diligence

Ukrhydroenergo is Ukraine’s main hydropower generation company, which owns and operates hydroelectric power plants and pump storage power plants with a total nominal capacity of 5.8 GW. Considering heavy damages done by Russian aggression to Ukraine’s energy system and Ukrhydroenergo power plants itself, EBRD considered providing senior loan for procurement of critical equipment for hydro power plants (HPP) and emergency response reserve equipment, for Ukrhydroenergo to mitigate with the consequences of recurring Russian attacks and maintain the uninterrupted operations of hydro power facilities across the country. 

Project objectives

The EBRD-mandated assignment involved conducting Corporate Environmental and Social Due Diligence (ESDD) of the Ukrhydroenergo current operations and the proposed project. The primary objectives were to:

Identify and benchmark against applicable regulations and requirements the key environmental and social impacts and risks associated with Company’s operations.

Assess the Company’s ability to manage and address the identified environmental and social impacts and risks.

Assess the Company’s compliance with the applicable environmental and social regulatory requirements.

Identify the Company’s main stakeholder groups and current stakeholder engagement activities.

Identify the corrective actions and improvement measures that are needed at corporate level to achieve compliance with the applicable environmental and social requirements.

Results and main conclusions of the study

Under this assignment, AVG delivered a comprehensive Corporate Environmental and Social Due Diligence (ESDD), which included: 

  •     Review the Company’s current E&S management systems, operations and assets/facilities against the applicable requirements. 
  •     Identification of the key environmental and social issues and risks which were assessed in detail. 
  •     Contextual risks, associated with Company’s operations and Project implementation under war-related circumstances, which were considered and described within ESDD. 
  •     Benchmark of the Company’s current E&S management systems, operations and assets/facilities against the EBRD ESRs. 

Based on these findings, AVG prepared the following key deliverables: 

  •     Corporate ESDD Report; 
  •     Stakeholder Engagement Plan (SEP); 
  •     Non-Technical Summary (NTS); 
  •     Environmental and Social Action Plan (ESAP).
