Urgent Needs Assessment – Crisis Response (Ukraine)

Client: EBRD

EBRD has actively engaged in over 15 municipal projects across Ukraine, covering sectors such as solid waste management, public transport, and centralized district heating in more than 10 cities. The ongoing war has caused increased operational expenditures for cities and municipal utilities, creating an urgent need for emergency support to mitigate the impacts of conflict and recent shelling. Projects in Kharkiv, Dnipro, Odesa, Kremenchuk, and Kyiv were particularly affected. There was an immediate need to strengthen municipal capacity in managing environmental, social, health, and safety (ESHS) issues in line with EBRD Environmental and Social Policy requirements. 

Project Objectives and Tasks:

Task 1 – Rapid Initial Assessment
  • Conducted a quick assessment of environmental and social indicators for municipal clients during the war. 
  • Engaged with relevant stakeholders to identify urgent crisis response needs. 
  • Considered health and safety, road safety, digital infrastructure, emergency services, language access, and risks related to domestic violence and human trafficking. 
  • Consolidated findings into a brief assessment report.

Task 2 – Development of Approach & Options Analysis
  • Developed a comprehensive crisis response approach based on Task 1 findings. 
  • Provided recommendations for urgent needs and examined support opportunities. 
  • Assisted in establishing crisis response mechanisms for municipalities.

Task 3 – Recommendations for EBRD ESG Guidance Updates
  • Provided recommendations for potential updates to EBRD Environmental and Social Policy. 
  • Offered guidance for broader conflict-response support. 
  • Captured lessons learned from municipal clients’ experiences in conflict situations. 
  • Proposed new tools and interventions for future crises.

Key Results:

  1. Conducted a rapid assessment to identify urgent municipal needs during the conflict. 
  1. Developed a comprehensive approach to address environmental, social, and safety-related gaps. 
  1. Explored support options for crisis response and proposed practical recommendations. 
  1. Developed crisis management plans and updated EBRD ESG guidance.
