Zaporizhzhia Capacity Building Project

Zaporizhzhia City Council cooperated with IFC under the “Ukraine Cities” program, aimed at financing “smart city” infrastructure projects to address aging infrastructure, enhance sustainable urban mobility, and strengthen environmental sustainability. The project involved the implementation of six sub-projects, including the deployment of a smart city platform, modernization of public transport, and strengthening of capacity for managing environmental and social (E&S) aspects. The project targeted the overall development of Zaporizhzhia region’s infrastructure, promotion of inclusivity, and improvement of service quality, while ensuring compliance with international environmental and social standards and recommendations. 

Project Tasks

Strengthen the internal capacity of Zaporizhzhia City Council in identifying and managing environmental and social risks, including gender risks and gender-based violence (GBV), in line with international best practice and IFC Performance Standards.

Support Zaporizhzhia City Council in the implementation of the ESAP by providing capacity-building services, trainings, workshops, best practice examples, document reviews, as well as tailored analysis and feedback to the City Council’s working group.

Provide guidance in developing Environmental and Social Management Plans (ESMPs) for construction, tailored to each sub-project, in accordance with IFC Performance Standards, including best practices in addressing GBV risks in construction.

Provide advisory support in developing stakeholder engagement plans for the projects.

Provide guidance in developing external grievance mechanisms, including those for handling GBV-related complaints.

Provide guidance in developing GBV-related policies and procedures, including an anti-harassment policy, a Code of Conduct for staff outlining commitments to preventing discrimination, harassment, and gender-based violence towards staff and communities, as well as a corresponding Code of Conduct for project contractors to be included in contractual obligations.

Results and Key Findings of the Study

Capacity-building measures were carried out for Zaporizhzhia City Council to improve management of environmental and social risks; guidance was provided on the implementation of the Environmental and Social Action Plan (ESAP); tailored Environmental and Social Management Plans (ESMPs) were developed; an inclusive Stakeholder Engagement Plan was created; external grievance mechanisms were supported; and policies and procedures were developed, including an anti-harassment and GBV policy, along with a Code of Conduct addressing sexual harassment and violence.
